Die Betreuung älterer Familienmitglieder im europäischen Vergleich — Perspektiven einer europäischen Politik für familiäre Pflege

Zusammenfassung

Der demografische Wandel und der steigende Anteil älterer, pflegebedürftiger Menschen in Europa erhöhen die Verantwortung der Familien für Betreuung und Care-Management. Europaweit haben sich sehr unterschiedliche Modelle der Verteilung der Verantwortung zwischen familiärer Pflege, öffentlichen und marktbasierten Angeboten herausgebildet. Die Konvergenz der demografischen Situation erhöht den Druck auf die wohlfahrtsstaatliche Unterstützung familiärer Betreuungsleistungen. Am Beispiel von Finnland, Frankreich und Italien werden unterschiedliche Pfade und Entwicklungsstufen in der Pflege illustriert.

Abstract

Demographic change and the increasing share of elder people in need of care in Europe give more responsibility to families supporting their elder members and arranging care for them. In Europe, different models of shared responsibility between family-based care, public services and market-based offers have emerged. As the demographic situation converges in Europe, the welfare state is pressed to react and support families which do care work for the elderly. Taking the example of Finland, France and Italy, different paths and levels of such conceptions are illustrated.

Résumé

Les changements démographiques et l’augmentation de la proportion de personnes âgées dépendantes en Europe font peser une plus grande responsabilité sur les familles en matière de prise en charge et de gestion des soins. Des modèles très différents de répartition de la responsabilité des soins entre la famille, le secteur public et le secteur marchand se sont constitués à travers l’Europe. La convergence démographique exerce une pression croissante sur l’Etat-providence en termes de soutien aux prestations de prise en charge assurées par la famille. Nous illustrons différentes voies et niveaux de développement en matière de soins à partir de l’exemple de la Finlande, de la France et de l’Italie.
