Abstract

As aforementioned, seven EU15 nations remained below the Stockholm target in 2010, yet some had made significant progress when their low employment rates for the 55–64 age group at the beginning of the decade are taken into account. However, Greece, Spain Italy and France still remained below the target (significantly so in the case of France) and the progress they had made was less than the average for all EU15 nations (9.6%).
