Zusammenfassung

Die stoffgebundene Abhängigkeit — speziell die Abhängigkeit von illegalen psychotropen Drogen (also das, was unter Drogensucht im engeren Sinne verstanden wird) — ist ein Phänomen industrialisierter, v. a. westlich orientierter Gesellschaften von erheblicher gesellschaftspolitischer Bedeutung. Die Erkrankung bedingt durch ihre Eigenart eine Selbstausgrenzung der Betroffenen aus einem großen Teil des gesellschaftlichen Lebens mit schwerwiegenden Folgen für die soziale Stellung des Individuums. Die Gesellschaft reagiert darauf primär mit einer Ächtung der abhängigkeits bildenden Substanzen und definiert somit die zwangsläufig mit der Konsumnachfrage verbundenen Handels- und Marktbildungsprozesse als illegal. Durch die Kriminalisierung und die Restriktion des Angebots versucht die Polizei v. a. die wirtschaftlichen Profiteure der Konsumnachfrage zu verfolgen. Aber auch die Konsumenten sind zu einem großen Teil selbst stark betroffen, da sie zwangsläufig auf illegale Wege angewiesen sind, um den Suchtbedürfnissen genügen zu können. Parallel stellt die Gesellschaft medizinische und psychosoziale Behandlungsangebote für die Abhängigen bereit. Diese stehen somit im Spannungsfeld zwischen general- bzw. spezialpräventiven Maßnahmen einerseits und andererseits einer vom Krankheitsbegriff ausgehenden, akzeptierenden Drogenhilfe.
