Diskurse um Soziale Arbeit als eine Profession im öffentlich-rechtlichen Raum kollektiver Wohlfahrtsproduktion formieren sich in aller Regel im Verhältnis zu Fragen der Kritik, der Entwicklungs- oder der Transformationsmöglichkeiten der Praxis im Kontext eines ‚bürokratisch professionellen Systems‘ (vgl. Harris 1998). Soziale Arbeit als Profession ist in Organisationen verortet, d.h. Gebilden zur Regulation der Kooperation bzw. spezifisch formierten sozialen Beziehungsgeflechten, die ein ‚Arsenal‘ von Deutungen und sozialtechnologischen Strategien bereitstellen (vgl. Bruch/Türk 2005), das die Kontingenz bestimmter Formen individueller — der Professionellen — und kollektiver Handlungsfähigkeitder Profession — in einem erheblichen Maße strukturiert. Im Sinne einer Institution moralischer Regulation (vgl. Hunt 1999) - genauer: einer auf die Bearbeitung sozialer Lebensführungsprobleme und Lebensfuhrungsrisiken gerichteten gesellschaftlich-politischen Instanz — ist die Profession Sozialer Arbeit zugleich auch selbst ein strategisches wie konstitutives Element der Organisation und Ordnung ‚des Sozialen‘.
