Zusammenfassung

In den vergangenen 30 bis 40 Jahren beschäftigt die Annahme, dass „Wissen“ und der massive Anstieg an (Informations- und Kommunikationstechnologie-basierter) Kommunikation zunehmend wirtschaftliche und gesellschaftliche Entwicklung gestalten, wissenschaftliche Debatten, nationale Politiken und globale Entwicklungsdiskurse (Stehr 1994, 2001b). Gefasst unter den Leitbegriffen „Wissensgesellschaft“, der technikfokussierten „Informationsgesellschaft“ und der wirtschaftsorientierten „wissensbasierten Ökonomie“ wurde dies zunächst von Wissenschaftlern in Japan, den USA und Europa empirisch untersucht und konzeptionell aufgearbeitet. Von dort, und unter Ermangelung konzeptioneller Klarheit, traten die Begriffe und damit einhergehenden Konzepte in den Raum nationaler Politikgestaltung ein und prägten nationale Aktionspläne und Rahmenprogramme vieler Länder.
