Die Lebenssituation älterer Menschen in Tansania

Zusammenfassung

Die Gerontologie ist bislang in Ausbildung, Lehre oder Forschung in Tansania nicht repräsentiert. Um den Status quo der Lebenssituation älterer Menschen herauszufinden und damit die Basis für eine langfristige, alternswissenschaftliche Auseinandersetzung zu legen, haben deskriptive Analysen durchaus ihren Wert. Das Ziel dieses Artikels war, nach vorliegenden Daten für eine Beschreibung der Lebenssituation alter Menschen in Tansania, ihrer Probleme und Potenziale zu fragen. Neben der Betrachtung der Altersdefinition und der demographischen Entwicklung in Tansania werden Datenquellen wie die tansanische statistische Berichterstattung und die SAGE-Pilotstudie der WHO sowie Daten aus verschiedenen Forschungsprojekten diskutiert. Der Beitrag schließt mit Empfehlungen für die Notwendigkeit einer ausführlicheren wissenschaftlichen Betrachtung des Themas „Altern in Tansania“ sowie Hinweisen zu deren Umsetzung.

Die folgenden Berechnungen zur Bevölkerung wurden auf Grundlage von Daten der Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat, World Population Prospects: The 2008 revision (http://esa.un.org/unpp) erstellt. Die Berechnungen der Lebenserwartung und Bevölkerungsentwicklung variieren teilweise beachtlich (s. z. B. [24]) und stellen somit nur eine mögliche Prognose dar.

Zur Definition „ländlicher Raum“ wurde die im SAGE-Fragebogen enthaltene Unterscheidung nach „urban“ und „rural“ angewendet. „Urban“: „An urban area that has been legally proclaimed as being urban. Such areas include towns, cities and metropolitan areas.“ „Rural“: „All other areas that are not classified as being urban. This includes commercial farms, small settlements, rural villages and other areas which are further away from towns and cities.“ – 99% der Befragten aus der SAGE-Pilotstudie leben in einer ländlichen Gegend.

In der SAGE-Pilotstudie wurde das Einkommen wie folgt erhoben: „Does your household have a regular source of income?“ Dabei wurde zuvor Einkommen definiert als „from paid work or other sources“. Nachfolgend wurden einzelne Kategorien abgefragt. Zu diesen gehörten: state old-age (veteran’s/civil service) pension, contributory pension fund, provident fund or social security benefit, wages, salary from job, earnings from selling, trading or hawking products, income from rental of property, interest, dividends (e.g. from savings account or fixed deposits) sowie sonstige andere Quellen, die leider im Datensatz nicht näher erläutert wurden, obwohl dies im Fragebogen vorgesehen war.

Das im HBS erhobene Einkommen setzt sich aus folgenden möglichen Einnahmekategorien zusammen: employment in cash, employment paid in kind, non-farm self-employment, agricultural income, producers co-operatives, interest and dividends, rent received, transfers, other receipts.

Im Zeitraum der Erhebung des HBS von Mai 2000 bis Juni 2001 entsprachen 30.000 TZS ca. 41 EUR, 14.000 TZS ca. 19 EUR und 7500 TZS ca. 10 EUR.

2005 waren 4700 TZS ca. 3,29 EUR wert, 2500 TZS nur noch 1,75 EUR. Jedoch muss berücksichtigt werden, dass diese Umrechnungen keine Kaufkraft abbilden.

Die Frage lautete: „Thinking about the income for this household, do you believe that it is enough money to cover your daily living needs and obligations?“

Die Frage „Would you say your household’s financial situation is …?“ konnte mit den Antwortkategorien „very good“, „good“, „moderate“, „bad“ oder „very bad“ beantwortet werden.

Dies werteten Mboghina u. Osberg [14] anhand des Datensatzes Views of the People 2007 aus. Die Frage „What do you live on? Which of the following are your main sources of income/subsistence?“ enthielt die folgenden Antwortmöglichkeiten: „full-time work“, „part-time work“, „depend on children/family around me“, „depend on remittances from children“, „pension from government/former employer, „charity from faith-based organisations, NGO/CBO, neighbours“, „other“.
